I just checked the Admin guide for NPM and I see that .NET 3.5 SP1 is still "recommended". I take it that means that .NET 4.0 is still not supported, correct? Is that true for all SolarWinds applications at this point?

Indeed NPM 10.3 (now is in RC phase) runs against .NET 4.0.
It means that web console and almost all .NET applications in Orion NPM package are using .NET 4.0.
Also .NET 3.5 SP1 must be installed as well because .NET 4.0 has some breaking changes.
