How to interpret CPU chart

Hi, I recently upped the frequncy of polling on a W2012 server to one minute intervals to get a clearer picture of utilisation. This is the out of the box CPU resource that can be added to the node details page.

What I am not sure of is "95th Percentil: CPU Load is 86%" Does this mean that the average utilisation disregarding the top 5% peaks is 86%? So could I interpret this as the average CPU utilisation is 86% when you take away any anomoly spikes?

That's how I would interpret that, however I would be less concerned with averages unless the load on that server is truly 24x7. The average is going to include non-production hours and will skew the results. I would take a look at charts including just production hours to get a better handle on what the box is doing when it matters most.
