US Army needs your advice!!!

All,
I am a communications officer in the Army. I have a small all IP network and need some advice on a management approach. My network is simple, I have several small sites that all link into one larger site. I have a router at the large site with switches at the out sites. All I am really looking at is a program to monitor my ports and see bandwidth usage, latency, and have the ability to produce graphs showing usage history for several days/weeks of usage. If any of you smart guys can recommend something I would greatly appreciate it.

Take a look at Solarwinds Orion, it will do exactly what you are looking for. There's a live demo you can look at as well.

I second that Orion has been extremely useful for us particular the various alert options available and the ability to monitor any SNMP enabled device.
