Create a new template to monitoring file.exe, starting twice.

Hello.

I wanted to ask those of you whom might have a good idea on where I need to start off at.How to create an application monitor template to monitor how many times file.exe started? (I'm using SNMP which finding on server ClientAG.exe and if  it (.exe) started twice on server, it  stoped working, hung up).
