I need to know if there are a possibility to publish updates to 3rd party (non-Microsoft) software without having SCCM. as I have a WSUS installed and don't have a SCCM license.

You do not need SCCM, although you can use SCCM with patch manager if you like.
Patch manager has a catalog of third party updates and you can also add others like adobe. You can also create custom packages for anything that solarwinds does not have a pre-made package for however it can be difficult and tech support will not help you with it.

Yes, 3rd party updates can be published through WSUS in addition to SCCM.
