Can not start network performance monitor

I get this error every time I open the application

Cannot connect to SWNetPerfMon database

provider=Microsoft.Jet.OLEDB.4.0;Mode=Share Deny None;Data Source=C:\Program Files\SolarWinds\Engineers Edition\SWNetPerfMon.cfg

Error=Unrecognized database format 'C:\Program File\SolarWinds\Engineers Edition\SWNetPerfMon.cfg


anyone come across this?
