TFTP Error "FIle to Large for TFTP Protocol"

I'm trying to TFTP a new IOS to a router. This file is 35,229KB. In the TFTP Server window I get an error "File to large for TFTP Potocol". I have used TFTP server for a file as large as 30,901KB in the recent past same PC same type of router.
