Is all of NCM information stored in the NPM database? Or is there a separate database for the configs?

That depends on the version of NCM. Up to NCM 7.2 (including), NCM used both the NPM database and an additional one. Starting NCM 7.3, NCM stores all data in NPM/Core database.

The config information is stored in the main Orion database, and there is also an archive of downloaded configs on your poller(s).
The default location for these files is C:\ProgramData\SolarWinds\NCM\Config-Archive, although it is recommended that this is moved to somewhere else, away from the SolarWinds install folder, another drive completely if possible.

From looking at my database, running NCM 7.3.2, it appears that config information is stored within the database and the archive location.
I'm not entirely sure if it's a like for like copy, i.e. the database has the same content as the archive location on your pollers, but it certainly appears that I have a similar number of configs for each node in the database, when compared with the number within the archive folder.
Perhaps cvachovecj can confirm?

Yes, the DB and the archive on the disk contains the same info.
In a multi-poller environment, I recommend to move the config archive to a shared network disk so that you have all the configs in one place.
If you back up your DB regularly and/or use the config export job, you don't have to use the config archive at all.
