cattools activate failed on a vmware esxi guest os

Question

i migrated my WIN2008R2 to a esxi guest os , and had to activate the license ;

i  test the  online activation and offline activation , but cattools all display " license activation failed",

and customer portal "License management" has been activated.

i can't use the cattools .

the same question with kiwi syslog server .

pls help me !

yes, the win2008r2 is running on virtual machine.
