A few I can't seem to get working. The below are on different devices as an FYI.
This is what I'm using. Haven't tried adding one for !Time since the other two aren't working.

Are you trying to exclude the examples you have in the post??
I'm not sure I follow. The above are not examples but my actual. Or maybe you meant am I trying to exclude those lines, then yes but as you can see it shows red and is not working.
You have to use exclusions in the NCM settings so you can ignore those in configs. TYhe regex is entered in the NCM settings under comparison criteria. The exact strings are ^! Command and then on for ^! Time and you will add them as new entries. You can name them with what ever alias you want. These two regex ignore the lines starting with those words. Let me know if you have further questions.

I don't see a difference from what I'm doing and what you mentioned?
I have these setup as ignores in the comparison criteria and they aren't working. The ^! Command, startup and time don't work on my Cisco 9148 and Nexus switches.
The ^ip vrf doesn't work on my Cisco 4500 switches.
The 3rd one I posted for ^: Written doesn't work on my Cisco ASA's.
I am seeing similar things, I think I am going to raise a ticket, as even the out of the box definitions don't always work.
