I have several NX 7Ks that work great as IP SLA senders but I cannot figure out how to implement an IP SLA responder on the 7K.

The answer is enable the responder feature that issue the responder command.

You don't mention what sort of IP SLA operation you are attempting.
I haven't even tried to do IP SLA to our Nexus yet, but I do know that if you are using VNQM to push the config, it may not work for some operation types on some platforms - even on IOS. So you may need to do a manual config on Nexus, and then discover it by doing Monitor existing operations in the IP SLA Operations Wizard.
IP SLA on Nexus is a very different animal requiring signficant configuration for some types of operations:

I should have mentioned that I am adding UDP Jitter VoIP operations. I have looked over the config guides but they are very vague about the 7K supporting the responder. The operations are all being added at cli, not the VNQM UI.
We use VNQM only for WAN IP SLA. We assume that a core switch is going to have sub-millesecond times to local nets. But I know some people want end-to-end numbers to be theoretically more complete. For Jitter, we go between our Cisco VoIP routers.
