Adding lots of new rules via GUI just take too long so wondering if any other options?
Can we export .ini, edit and add new rules and import back? Any try and if this works?

I would recommend copying an existing rule, pasting it back into Kiwi Syslog, and then editing it. If the syntax is not exact in the ini file, the rule will not work.
Unless you are repeating the same filters and actions I don't see this a being a practical method. There are many options in the .ini that are non descriptive numbers. Without documentation for those options you could not create new rules directly/programmatically in the .ini file.
In my usage that would also mean a restart, possibly more than one if the rules aren't correct, and missed messages. Creating via the GUI is time consuming but you can copy filters and actions to new rules. That saves some time.
I half-agree with your last statement, with the exception that using the GUI doesn't require a restart, so there must be a way to use the same process with a file.
If a user is able to use the file method, then import multiple rules would be a cinch...
Maybe this can be a new feature request?
It should be possible to import the .ini file and then save without having to restart the service. I haven't thought about or tried that. It would be similar to installing a new server and using the .ini to restore all the settings.
I'm still not sure, without a revamp of how Kiwi works and fully documenting the .ini file options, it would really save that much effort but everyone's use case is different.
