I get this message frequently and have to restart the syslog service to make it go away. Further, most of the time the service refuses to die and I have to resort to taskkill /f to kill it so that I can bring it back again.

The issue is related to SqlCe database. What version of Syslog are you using?
But in any case it is better to open the support ticket for this case so all required data can be collected and analyzed.
