I don't know if it's a bug in EA8 but I've just upgraded some of our 2950's to EA8a and it works fine with SNMP with no config changes.

Was it working bofore the upgrade?
Also check the VLAN settings on the community, you might need to specify the VLAN ID, e.g.
community string: public@25
