TCP port monitor issue?

I'm trying to use a TCP port monitor to check port 1521 on a server. I can telnet to the port and get a blank screen and hit enter (showing that the port is open and something is listening) but when I try to use SAM's TCP port monitor for this I get this error:

A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond 10.10.10.5:1521

Have you tried telneting to this port from the Orion server itself? Better yet, have you tried a tool like the TCP Port Scanner in the Engineers Toolset, or a free tool like Advanced Port Scanner 1.3 on the Orion server running against that host?

I can telnet to the port from the NPM server. The Portscan strangely says it can't connect. What's the difference in their connection method?

I'm not entirely sure there is a difference, but I have seen a few instances where Telnet has given false positive results when connecting to a host, opening a session when there's been no listening port at the other end. You may want to go to the server where the port is supposed to be listening and run a [netstat -an | find "1521"] to verify it's listening on all interfaces, and not bound to a specific adapter. Also, verify there are no firewalls enabled on the monitored host, firewalls on the network, or router access control lists in place that might be interfering with your results.
