Engineers toolset on a vista machine

Has anyone had issues installing the Engineers tools set 9.2 before. Basically we have installed it, and it keeps asking us to run the .exe file. Also we will click on the ping tool and it wil ask us to install the Active X controls. We have checked and double checked the Active X controls.
