Need help with HTML

I've recently taken over our departments orion web page. We have a custom HTML map that allows you to send a description of an outage to an email address. I went to edit and change the email address to mine and after I hit submit, it shows HTML format in the TEXTAREA. I can get it not to display the HTML with </TEXTAREA> at the end but there was a submit button under the text box that would send the report to the address at the top. If I go to edit again the </TEXTAREA> isn't there but the email address stays. If I dont' put the </TEXTAREA> in then I get a bunch of HTML in the text box. The HTML that shows up in the text box isn't shown when I do my edit resource.

I'm I trying to edit in the right spot? Any help in this matter would be great.
