Help creating an alert to monitor switch interface load balancing to ISPs

We have a request to setup an alert if load balancing on our swtich connections goes out of balance by more than a certain threshold and I am not sure the best methodology or how to create the alert.

Here is the scenario. We have two cisco switches at the location, each switch has a gig-e interface to a different internet service provider. Those two switches tie back into the network core as well. What we want to check is if the bandwidth utilization on one of those ISP connections spikes over the other by say 30%. What is the best methodology for this and how do you structure the alert.
