add monitor with webservice

How can i add a monitor with soap? If not possible with webservices, what's the best way of doing it programmatically?

The legacy SOAP methods are compatible with ipMonitor v9.   To add a Monitor to a Device, specify the Device's ID as the ParentID for the Monitor when it is being added.
