AppInsight for SQL Longest Transaction Running Time

I have a few questions regarding the Longest Transaction Running Time metric in AppInsight for SQL:

What exactly is Orion looking at to get this metric?
Is there a way I can alert on this metric?
- I did look but couldn't find anything obvious
On at least one of my busy databases this is showing 0.00, does that seem normal?
