Thank you! Verified this also fixes same problem on Windows 2003 R2, which we have had for weeks now.

We had the same problem. Vipre 4.0 upgrade and the Syslog service would no longer start. We are running Server 2003 R2. I did not uninstall the syslog server, however. All I did was follow these steps, minus #6.

The Vipre Enterprise Server 4 update took this down.
