I was wondering which user rights Solarwinds need to monitor the applications (e.g. apache and mysql) on a linux environment.

The rights depend upon the application but generally root or sa equivalent are typically required, but not in all cases. It's also possible in many instances to create least privilege accounts for monitoring purposes, but this as you can imagine requires a good understanding of the application and/or operating system to define the permissions properly. All information about what's being executed is contained within the template and you should in almost all cases be able to copy the code from the component and run in natively it at a bash/MySQL/etc. prompt.
