Alert on a trend of node up/down events.

I wanna create an alert that triggers when a node goes down x number of time in t time. I'm looking for trends of nodes that go down in any period of time. e.g. A node that has a 'flaky' circuit goes downs 12 times (for less than 5 minutes each time) in any given 24 hour period.

So the workaround was shoving that particular query into a view.  For some reason Report Writer liked it but the web console didn't.  We created the view below and then changes the query in the report to 'SELECT * FROM _NodeOutagesLast24Hours'.
