WPM Transaction Alerting Failure

We have a WPM Alert in place for a specific scope,

this is set to alert as when 10+ Transactions are showing as Unknown or Down an alert should trigger this alert,

this should have triggered as 10+ concurrent Transactions within the Designated Scope were simultaneously showing as down (Roughly 15)

however had failed to Alert for some reason

Has anyone else faced this issue and if so how did you manage to resolve this?

Not sure if this will help but sometimes in cases like that I change the multiple conditions and the "or" into a single line that is instead "Transaction Status is not equal to up"
