Not sure if you're still having this issue or if it has been resolved, no thanks to neman4ever's wonderful help ....

I had this same issue after FIPS Encyrption was applied, disabling FIPS via Group Policy allowed my Daemon to work correctly and actually load.

gpedit.msc -> Computer Config -> Windows Settings -> Security Settings -> Local Policies -> Security Options -> "System Cryptography: Use FIPS Compliant Algorithms for encryption, hashing and signing"
