Is there a hard cap at 15,000 IP SLA operations per Orion database or can we scale beyond 2 APEs?

It typically depends on the polling frequency and operation types as well, the maximum 15k was tested for 10 minutes polling interval, if the interval is longer it should be handle more but these were testing limits, that's why we state 15k as max.
APEs typically distribute the load but all then ends in the singe DB in this case which is the main driver of the performance now. More pollers would distribute the polling load, but the SQL engine (hardware) will drive the limit then mostly.
