Help wanted (bandwith)

I already install Solarwinds into my proxy server at my office. Then the IT Manager wants me to manage the bandwith of every computer at my office.
The question is, can Solarwinds divide the bandwith to all of computer at the office with the same configuration?
How can I do limited the user to download big files (the IT Manager wants me to make a limitation to some user that always use big bandwith)?

No, SW is a monitoring tool not a configuration tool. If you're trying to limit downloads via the internet use your proxy or firewall or router or whatever you use to connect to the internet (if that device can even do it).
