figured it out, I had to re-publish the wsus server publishing cert.

so my question now is why did I have to re-publish the cert

I believe this is due to your package size > 384 MB which is the default .cab size limit for WSUS. I fixed it by increasing the cab file limit to 1GB Package size limit?
