Updating multiple configurations

Is it possible to establish one template for the entire network and have changes automatically rolled out to all devices when a change is made to the template?

It is possible to create Config Change Templates, however it is possible you may need a new template for each different type of device depending on the IOS/firmware-commandset on each device. The admin guide for NCM has a full chapter( Chapter 7, Page 96) for Config Change Templates.
