Our company hosts a few websites for our clients. Is there an ability to allow our clients to log into solarwinds dashboard so they can see their website performance?

Your best option would be to create an user account with account limitations so that the customer is not able to change settings and is limited to his own website. Please refer to 'account limitations' section in orion Administratot guide or see Account limitation best practises

I did create accounts with limitations, however, is there a way to publish solarwinds to the WWW so they can login without having to be on a local computer?
Hello,
WPM website runs as standard IIS hosted website running on WPM server. All you have to do is configure your network so that this website is accessible from outside.
Also, note that you can purchase and install an additional web server to insulate the web access from the rest of the Orion server. See the section on 'Segmented deployments' below
