Any one of you explain the what is the difference between the NPM 12.2 and 12.3 ?

^ That covers the new features, there are several of them. As for bugs, comparing 12.2 to 12.3 in most environments I would say 12.3 uses measurably more CPU, so if you were near the limits on 12.2 you are probably going to be hurting with 12.3. Also the OOTB top nodes by response time resources have a bug now where they won't accept any filters. Not sure of any other NPM 12.2->12.3 specific bugs off the top of my head.
