TFTP Server

Can't start the TFTP Server, it says "A TFTP server is already running on port 69" I have scanned my server and it states that port 69 is closed!!!
any ideas?

Have you tried running: netstat -a
from the command prompt?
I had KiwiCatTools installed on my server which was conflicting with the SW TFTP tool.
