Why is a RW community string needed to download a config? My group does not like the idea of putting RW community strings on our routers and would prefer to just use the RO community string, however, that doesn't appear to be an option on this tool. Any reason why? I can understand the RW for uploading a config, but for downloading, RO should be a viable option.

This is a requirement of SNMP, not Solarwinds. Take a look at Cirrus, it will download your configs (by logging in via the VTY) and SNMP RW is not required.
