Transmit/Receive Discards on Serial Interfaces

I'm seeing on different occasions transmit discards in Orion on some of my branch wan interfaces. I'm not sure what exactly this is telling me. I know discards can be bad but is it a WAN issue? Router issue? What does this tell me?

its telling you that this site is exceeding it's CIR outbound

I believe the Cisco OID being polled also includes interface queuing discards.
If you have overflowing buffers on your interfaces or traffic shaping or QOS enabled, the SNMP discard counter also includes these.
