Also, what does it mean if you're looking at a monthly CPU utilization report and there is no 95th percentile line?

I've found the 95th Percentile only works with detailed or hourly stats.
Once the stats get rolled into daily results, the 95th percentile calcualtion becomes somewhat meaningless. Check the "settings" in NetPerfMon Manager to see how your stats are setup for nightly maintenance.
