Reporting no.of up down events for Nodes or interface

Can anyone help me how to get such a report meet following criteria,

I have 1500 nodes and around 4000 interfaces added in the monitoring, still adding.

1. Nodes up down event counts when a node reaches threshold level of 25 or fifty events/week.

2. Interface up down event counts when a interface reaches threshold level of 25 or fifty events/week.

 

This will help me to find the Rouge node/interface needs attention.
