Is there a way to setup IP Monitor in a cluster or some sort of failover mode?  If not, is there a recommended way of setting up "black" box?

ipMonitor does not have any kind of built-in or automatic failover mode.  If this is something you've got to have, you might want to look at Orion, which includes a hot standby engine and additional pollers.
