SSL Certificates Expiring in Less Than 30 Days - Socket Error

I keep getting a socket error when running the SSL Certificate Expiring report.

The error is -

SocketException caught. SocketError: ConnectionRefused. Exception message: No connection could be made because the target machine actively refused it xxx.xx.xxx.xxx.:443

This is not on all servers but on many of them

I thought it might be a IIS issue so I installed/enabled IIS on one of the problematic servers and it made no difference.

All these servers run 2016 and and I am running the latest SAM

Orion Platform 2018.4 HF3, NCM 7.9, NPM 12.4, DPAIM 11.1.1, VMAN 8.4.0, SAM 6.8.0, NetPath 1.1.4

I also logged into the main Orion server and when I typed in https://problematicserver I get a page cannot be displayed but not a socket refused error.

Any help as to where to look next would be appreciated.
