VNQM support CISCO devices with IOS from version 12.X to version 15.X.But it can be a LAN LITE? or must be LAN BASE?

I'm not aware of IPSLA incompatibility with entry level LAN Lite devices if they run the IOS we required for IPSLA. It's truth that we do not test them regularly, but if you can share you model number we may validate the IPSLA supportability for that device.
Note in case you run into the same issue- only IPSLA responders are supported on 2960's (or any other layer2 switch including my nexus 5ks) so fine for a light weight responder but not a source and likely not that many complex responders even.
