I'm tasked with migrating our Orion install to a new server and use a new database. Is there a guide for exporting all our current config and importing it into a new database?

Do you mean a new database server? The reason I ask is that if you are installing on a new server with a new database, there is need to migrate anything. You can simply do a fresh install after deactivating your license keys.
