I am using vCloud Director. When I create vDC's resource pools get created in vSphere. How do I report on these?

Resource Pool membership is something you can search on and report on via trends, Excel, dashboards etc...
The Showback dashboard has some good examples, with CPU and Memory broken out by Resource Pool for example.
What exactly are you trying to show/report on?

I don't see that dashboard. Is it possible someone working on our instance deleted it?
That's certainly possible. If you go to the "Content" link at the top (the content section of the product) - there is a button to restore defaults.
Also - are you on 4.x? The showback dashboard was added in the 4.0 release.
