@CourtesyIT did a ton of work on this with Compliance Rules/Reports as your link mentions. That's not quite the full story though. His rules are a great starting point for you though, but you really need to customize the rules for your environment. ie: The rule might be that you have to have an NTP server configured, and there is a rule that checks that. But, does it check to see that your specific NTP server is defined? It's also smart to check and see if additional things are configured that shouldn't be, such as NTP servers, logging hosts, usernames, etc. There are some articles created by me that go into using a type of regex known as a negative look-behind expression to check and see if unauthorized things are defined beyond what is authorized.
