Create a dashboard that shows if a whole site is down, not 1- 2 devices, if whole site down, then it should show in the display the site which is down and the down time.

Easiest way to achieve this is by using Groups in SolarWinds.
You can manually create them - which I wouldn't suggest, if you have a better way to keep them spontaneous that would be great as we can use Dynamic queries within Groups to auto add/remove the devices into it based on rules (this is where we need to have accurate rules how we identify that device needs to get into this group). Groups can also be easily represented onto Home page and based on if you set the group to best status it will only turn red/down when entire site is down (I mean everything in the group is down). You can as well create an availability report for groups / set an alert as well when group turns red/down.
