Failed upgrade from 2023.4.2 to 2025.4.3

Question

while upgarding from 2023.4.2 to 2025.4.3, there is an error SubInstallers/OrionInstaller.msi, EventType error. A programm required for this install to complete could not be run.

Tried with administrator account, evern munaully run this .msi installer, doesnt work.
