Migrating NPM and SAM to new server

We are looking to move our Orion installation from an older Dell server to a "newer" server for better performance. Is there a document or directions on how to correctly move the system without breaking any links to the database or website? Is it better to start with a fresh install or just backup the existing system and restore it on the new server?

Here's a migration document.

It was last updated in 2011 but the process is just about the same. It becomes notably easier if you are not changing your database location.

A fresh install would be best, in my opinion.

We just did this, moved DB as well and it went great.

I would do a fresh install, we noticed a huge performance gain doing a fresh install of everything on a server 2012 R2 vm.
