Problems getting CatTools to Run

Hello,

I installed CatTools on a 2003 Server. I tried to install it as a service but that didn't work - I would get weird startup errors when the service tried to start. So I uninstalled it and re-installed it in application mode. When I try to run an activity I get a 429 error. I followed the directions here: http://www.kiwisyslog.com/kb/error:-problems-after-reinstalling-or-upgrading-kiwi-cattools-to-my-system/

However, even after carefully following the directions I still get the error 429. I also saw a post that WScript may not be installed or locked down. I checked and WScript is installed and working on the 2003 system. Any other ideas for getting CatTools working on this system?
