If I create an idea, I can only put it in 'alert central beta'. All other group are greyed out!

I think you need to be a member of the group or forum in which you are attempting to post the idea or an idea is not appropriate for most of the groups or forums causing them to be greyed out...

Hi hulattp - creation of ideas is only permitted in specific forums (i.e. feature request forums). Most groups should not allow for creation of ideas.
