Improved Compliance reporting

This FR is to gain traction for better compliance reporting in NCM. Compiling below the many compliance reporting feature request. They all can and should contribute to improved compliance reporting which IMO is much needed. Specifically new form and functionality as well as a pdf export option. Everyone please add your compliance wish list items here. There may be other existing FR's I have missed. Feel free to include there also.
