Allow users to perform "Management Actions" with Virtualization Manager

We've gotten several requests from users to be able to perform management actions with VMan, much like what Server and Application Monitor (SAM) has for Windows Servers, so I'm putting this here to guage broader interest. Examples of such actions would be:

Stop/Start/Reboot VM
Create/Delete Snapshot
Open VM Console
