SSH for users without node management rights

We have many network administrators that don't have node management rights in Orion and would greatly benefit from Orion web SSH client. Please make it possible to allow SSH web client without node management rights.

There is a setting on Edit User page, which makes sense only for users with node management rights

Please make this setting independent from node management right thus providing us the possibility to allow SSH access for every user that has SSH access enabled.
